Construction Cost per Square Metre in Turkey 2026: Shell vs Turnkey Guide

Learn how to estimate 2026 construction cost per square metre in Turkey by separating shell construction, finishes, building services and turnkey scope.

There is no reliable single answer to “How much does construction cost per square metre in Turkey in 2026?” Two buildings with the same gross floor area may have very different budgets because of the ground conditions, number of floors, structural system, façade, services and finish specification. A sound estimate starts by defining the scope and measuring the approved design.

How is construction cost per m² calculated?

The basic calculation divides the total construction budget by gross construction area. The result is meaningful only when the inclusions are clear. Land, finance, taxes, professional fees, permits, utility connections and landscaping may be included in one figure and excluded from another.

What is included in shell construction?

  • Site establishment, excavation and filling
  • Foundations, reinforced-concrete frame and formwork
  • Reinforcement steel, concrete and masonry
  • Structural roof works where applicable
  • Required retaining and below-ground preparation

Windows, finishes, kitchens, sanitaryware and the final stages of mechanical and electrical services are usually outside a shell-only scope. The contract specification must be checked.

Why is a turnkey budget wider?

A turnkey price may add waterproofing, insulation, façade, windows, mechanical and electrical systems, internal finishes, fitted furniture, testing and handover. The phrase “turnkey” is not a complete specification. Products, performance levels, quantities and exclusions should be recorded in writing.

A budget method for 100, 150 and 200 m²

Start with gross construction area, then calculate the actual quantities for structure, finishes, services, façade, external works and professional obligations. A verified cost-per-square-metre range is useful for early feasibility, but the project budget should ultimately come from measured quantities. Add a controlled contingency for defined risks and market movement.

Are official 2026 unit costs market quotations?

The approximate building unit costs published by Turkey's Ministry of Environment, Urbanisation and Climate Change are class-based references used for architectural and engineering fee calculations. They are not project-specific market quotations. Current drawings, quantities and supplier prices are required for an investment decision.

What changes the cost most?

Weak ground, deep excavation, basements, long structural spans, complex façades, high-performance windows, central HVAC, lifts and bespoke interiors can materially change the budget. Our guide to the factors affecting construction cost provides more detail.

Documents required for a reliable quote

  • Planning information and current ground data
  • Coordinated architectural and engineering drawings
  • Bill of quantities, room schedule and technical specification
  • Programme, payment schedule and change procedure
  • A clear list of exclusions
