Building Retrofitting or Urban Renewal in Turkey? Cost and Timeline Guide

Compare structural retrofitting and demolition-rebuild options by engineering suitability, total cost, programme, occupancy and long-term performance.

The choice between structural retrofitting and urban renewal cannot be made on cost alone. Existing structural layout, material strength, ground conditions, usability, planning rights and the owners' objectives must be assessed together.

Start with a building performance assessment

Visible cracks may be important but are not sufficient for a decision. Authorised specialists review archived drawings, concrete and reinforcement, structural geometry, ground information and damage. Testing and analysis determine whether a retrofit can meet the required performance.

When may retrofitting be suitable?

If the existing system can be upgraded, engineers may evaluate added shear walls, column jacketing, foundation strengthening or steel elements. The solution is building-specific and cannot simply be copied from another property.

When can rebuilding be preferable?

Widespread structural deficiencies, very poor materials, an impractical plan, extensive service and façade replacement, or opportunities created by current planning rules may support rebuilding. A new building can be designed for current seismic, energy, fire, parking and accessibility requirements.

How should costs be compared?

A retrofit budget must include strip-out, temporary support, evacuation, architectural reinstatement, service relocation and loss of use—not only the structural elements. A rebuild budget includes demolition, design, permits, construction, rent, finance and common areas.

Programme and occupation

Many retrofit methods require evacuation and cause noise, dust and access restrictions. Rebuilding may take longer but renews layouts, services and energy performance. The decision should be based on whole-life value.

Questions owners should ask

  • Which tests and data support the performance analysis?
  • Does the proposed intervention meet the defined target?
  • How will the retrofit affect usable space?
  • What evacuation, rent and funding are required?
  • Will planning or ownership rights change?
  • Who is responsible for permits, inspection and handover?

Urban renewal process

Risky-building decisions, owner resolutions and support mechanisms follow current Turkish legislation. Read our risky building and urban renewal guide for the general sequence.

The Toruklar Group approach

Toruklar Group considers engineering evidence, buildability, total budget and owner expectations before recommending a route. The objective is a measurable, inspectable solution for the building. Request an initial assessment for a property around Kocaeli, Gebze or Çayırova.

A definitive safety or retrofit decision requires a project-specific assessment and calculations by authorised specialists.
